The Controls & Skills Authority Foundation (CaSA Foundation) exists to advance education, skills and professional standards in the field of project controls and related disciplines, for the public benefit.


About the Foundation

The Foundation is intended to provide a long-term, independent steward for professional capability and standards in project controls.

CaSA Foundation is a Charitable Incorporated Organisation established in England and Wales on December 2025. The Foundation operates for public benefit by supporting learning, competence, good practice and ethical standards across the project controls profession and adjacent technical fields.

The Foundation is intended to provide a durable, independent charitable basis for activities previously delivered through CaSA Ltd, while ensuring continuity for members and stakeholders.

The Foundation supports practitioners at all career stages, from early-career analysts to senior professionals.


Charitable Objects

The Foundation’s objects are to promote education and improve professional capability for the public benefit, in particular by:

  • advancing education, training and the development of skills in project controls and related disciplines;
  • promoting professional standards, good practice and ethical conduct;
  • supporting the creation and dissemination of learning resources, guidance and assessment approaches; and
  • fostering knowledge-sharing and collaboration between practitioners, educators, employers and other relevant bodies.

How the Foundation Works

In pursuing its charitable objects, the Foundation takes an inclusive, evidence-led approach. It supports learning and professional development across all career stages, from early-career entrants to senior practitioners, and seeks to foster shared understanding between practice, education and research.

The Foundation operates independently and for public benefit, without preference to specific tools, vendors or methodologies, and encourages rigorous, open exchange of ideas.

Transition & Next Steps

The Foundation is working with CaSA Ltd to manage an orderly transition of activities into the CIO structure.

Immediate priorities are to:

  • confirm governance arrangements and operating policies;
  • publish key documents (including governing document and trustee information) as appropriate;
  • set out how membership continuity will be recognised during transition; and
  • communicate the transition plan clearly to members and stakeholders.

The Foundation recognises the importance of company members and relies on their support to ensure continuity of purpose and standards throughout the transition.
